Bernadette Carr Legacy Scholarship
Criteria for Nomination
Any member of the Government Services Chapter of the American College of Emergency Physicians (GSACEP) may nominate himself/herself or another member for this scholarship. The leadership team of any hospital or military treatment facility may nominate a GSACEP member for this scholarship. The nominee must be a GSACEP member.
The Bernadette Carr Legacy Scholarship recognizes the selflessness service, camaraderie, respect and friendship of GSACEP's longest serving executive director. Her dedication, integrity and loyalty to the chapter exemplify the military values our members strive to attain. During her tenure, Bernie was the champion of the Government Services Symposium (formerly called Joint Services Symposium), working tirelessly behind the scenes to make each conference an unparalleled success for attendees from all perspectives: professional, social, educational and research/academic.
Recipients of the Legacy Scholarship receive complimentary registration to the Government Services
Symposium, up to 3 complimentary nights at GSS25 host hotel and an honorarium of up to $500 towards air/ground travel. Up to 3 individual scholarships may be awarded each year.
Recipients are expected to attend the GSACEP Board of Directors Meeting during GSS and meaningfully participate.

Excellence in Emergency Medicine
Criteria for Nomination
Any member of the Government Services Chapter of the American College of Emergency Physicians (GSACEP) may nominate himself/herself or another member for this award. The leadership team of any hospital or military treatment facility may nominate a GSACEP member for this award.
This is the highest award offered by GSACEP, intended to recognizes a leader with a long-standing record of significant contributions to Government Service, VA and/or military emergency medicine, resulting in noteworthy impact on the profession.
Nominees must meet the following criteria:
- Active member of GSACEP
- Outstanding work and professional activities.
- A proven enduring record of noteworthy, sustained, contributions to military emergency medicine.

Criteria for Nomination
Any member of the Government Services Chapter of the American College of Emergency Physicians (GSACEP) may nominate himself/herself or another member for this award. The leadership team of any hospital or military treatment facility may nominate a GSACEP member for this award.
Senior Faculty Award -
This is the highest educational award offered by GSACEP, intended to recognizes a leader with a long-standing record of significant educational contributions to Government Service, VA and/or military emergency medicine, resulting in noteworthy impact on the profession.
Nominees must meet the following criteria:
- Active member of GSACEP
- Outstanding educational work and professional activities.
- A proven enduring record of noteworthy, sustained, contributions to military emergency medicine education
- 7 or more years post-residency
Supporting Letters:
- It is recommended to include a summary letter with direct quote/support from a learner groups, which may include: emergency medicine residents, medical students, medics/Corpsmen
- It is recommended to include a letter of support from a colleague, department chair, or other leader that is familiar with the nominees contributions

Letter of support from a designated group of learners with which the nominee has been most directly involved. This could be emergency medicine residents, medical students, emergency medicine fellows, or other health professional learners (ie, paramedic students).
Documentation of teaching ratings and awards, educational efforts, GSACEP/ACEP educational programs, and major innovative educational programs. Awardees' are notified in the March time frame. The award is presented at the annual Government Services Symposium.

This educational award offered by GSACEP, is intended to recognize a leader with significant contributions and a promising future in Government Service, VA and/or military emergency medicine education.
Nominees must meet the following criteria:
- Active member of GSACEP
- Outstanding educational work and professional activities.
- A proven enduring record of noteworthy, sustained, contributions to military emergency medicine education
- Less than 7 years post-residency
Supporting Letters:
- It is recommended to include a summary letter with direct quotes/support from a learner group, which may include: emergency medicine residents, medical students, medics/Corpsmen
- It is recommended to include a letter of support from a colleague, department chair, or other leader that is familiar with the nominee’s contributions

Dave Barry Fellowship in Leadership Development
The GSACEP COL (Dr.) Dave Barry Fellowship in Leadership Development is designed to develop and prepare future military and federal emergency medicine leaders. The fellowship combines elements of coaching, with skills in organization, education, advocacy, and involvement.
The fellowship serves to provide both an orientation to organized medicine and leadership development to ensure our future military and federal emergency medicine leaders succeed in the combined military and civilian organized medicine setting.
Program Goals
- Develop leaders who are prepared for their leadership roles in terms of knowledge and experience.
- Provide orientation and skills to allow potential leaders to promote military and federal emergency medicine locally and nationally.
- Increase participation in GSACEP activities and committees, developing long-term leadership for the organization
Criteria for Nomination
Nominees must meet the following criteria:
- Active GSACEP member
- Two years obligated service remaining in military or federal service.
- Possess a track record of outstanding work and participation in professional activities.
- Commit to all elements of the GSACEP fellowship curriculum.
Any member of the Government Services Chapter of the American College of Emergency Physicians (GSACEP) may nominate himself/herself or another member for this award.
Fellowship Curriculum
Over the course of the Fellowship, GSACEP Fellows will participate/contribute in the following ways:
- Quarterly coaching sessions (one hour) with senior GSACEP leader/advisors: Linda Lawrence, MD, CPE, FACEP and/or Andrea Austin, MD.
- With GSACEP leadership assistance, apply for membership on one ACEP committee of your choice.
- Volunteer as a member of one GSACEP committee of your choice.
- Participate in GSACEP Board of Directors conference calls and attend BOD meetings at conferences outlined below.
- Write one article for the GSACEP Newsletter, "The EPIC".
- Attend the following meetings within 2 years:
- Act as alternate GSACEP Councilor for the annual ACEP Council Meeting. (October timeframe)
- requires attendance at ACEP Council Meeting (night prior to Council meeting and two nights of the meeting)
- Represent GSACEP at the ACEP annual Scientific Assembly. (October timeframe)
- Attend ACEP and GSACEP committee meetings as well as GSACEP Board of Directors Meeting.
- Attend annual ACEP Leadership and Advocacy Conference. (Spring timeframe)
- Attend annual Government Services Symposium (spring timeframe)
- Act as alternate GSACEP Councilor for the annual ACEP Council Meeting. (October timeframe)

- Fellowship Term
- The Fellowship term is two years, beginning July 1 and ending two years later on June 30
- The inaugural Fellowship term begins July 1st, 2023 and ends, June 30th, 2025.

- Who should apply?
- This is a great experience for resident physicians or attendings. You do not need to be a resident or junior staff physician. We fully encourage mid-career or even persons later in their career with an interest in leadership, advocacy and getting more involved in GSACEP to apply. The experience will be tailored to your stage of career and individual goals.
- How much time can I expect to commit to the Fellowship?
- Board meetings are usually 60-90 minutes with 30-60 min of preparation before meetings (4-6 meetings/year)
- ACEP National Committee work varies, can be 1 hour/month, with busier projects (which you control if you participate in), may have up to 4 hours/month
- Writing an article (600-1000 words)- 2-4 hours. Depends on your writing skills.

- What happens if I get deployed/have a baby/have other life events?
- GSACEP is made of military physicians, and we understand the challenges of military life. The fellowship is structured flexibility to anticipate life events, formal schools, deployment, and other military demands. If these circumstances arise, you will work with your BOD mentor to tailor your involvement to accommodate your military and life responsibilities.
- GSACEP will provide the following financial support to the Fellow:
- ACEP Scientific Assembly/Council: Stipend of $1,000 provided to support hotel/travel if needed.
- ACEP LAC: Stipend of $1,000 provided to support hotel/travel if needed. GSACEP will pay LAC registration.
- GSACEP GSS: Stipend of $1,000 provided to support hotel/travel if needed. GSACEP will waive GSS registration fee.

GSACEP acknowledges the American Board of Emergency Medicine for its generous support of the COL (Dr.) Dave Barry Fellowship in Leadership Development.
To honor J. “Dave” Barry, M.D., the American Board of Emergency Medicine (ABEM) provides $1,000 annually to the Government Services Chapter of the American College of Emergency Physicians (GSACEP) to support the COL (Dr.) Dave Barry Fellowship in Leadership Development. Dr. Barry was proud of his military service and honored to provide emergency care around the world while on deployment. He enjoyed mentoring resident research and helping residents become excellent emergency physicians. As a member of the ABEM Board of Directors, Dr. Barry served as Chair of the Continuing Certification Committee, as Liaison to the Medical Toxicology sub board and was first to volunteer for projects. Dr. Barry was always ready to speak directly with ABEM-certified physicians who had questions about the Board. The ABEM Board is proud and humbled to have had him as a member.

Criteria for Nomination
Any member of the Government Services Chapter of the American College of Emergency Physicians (GSACEP) may nominate himself/herself or another member for this award. The leadership team of any hospital or military treatment facility may nominate a GSACEP member for this award. The nominee must be a GSACEP member and must serve in a leadership position in an emergency department within 1-year preceding nomination.
The nominee must demonstrate significant contributions to the department in the following categories:
- Quality Patient Care
- Operational Effectiveness
- Education
- Community Service
- Collaboration with Nursing
- Synergistic approach to leadership within the hospital or hospital system
The nominee must demonstrate collaborative relationships with nursing and ancillary departments to implement and improve operational and clinical standards based on evidence-based practice. The nominee will create and sustain a high degree of patient satisfaction with emergency care delivery and will implement creative and innovative strategies to address emergency department throughput.

Resident Leadership and Advocacy Conference (LAC)Grant
The GSACEP Resident Leadership and Advocacy Grant is intended to expose GSACEP resident members to the importance of emergency medicine advocacy and to introduce government services specific issues of importance. We hope this grant encourages increased involvement in the Government Services Chapter and cultivates future EM leaders.
The grant covers expenses for residents to attend the ACEP Leadership and Advocacy Conference in Washington DC. GSACEP will cover airfare, hotel and per diem for the length of the conference (usually a 3 day conference in Spring (April/May timeframe). Traditionally, residents are also treated to a dinner with GSACEP leadership and members following the Opening Reception.
Applicants must include their CV and letter of support from their residency director.

Rising Star
Criteria for Nomination
The GSACEP Rising Star Award is intended to honor the junior Emergency Medicine staff that most exemplifies excellence and dedication to service. Similar in intent to sports-based “rising star” awards, the GSACEP Rising Star Award is given annually to a standout young EM physician who displays exceptional service to the Government Services Section and/or outstanding leadership in the profession.
Nominees must meet the following criteria:
- Between one and five years out of Emergency Medicine Residency Training
- Active member of GSACEP
- Outstanding work and professional activities.
- Notable service to professional Emergency Medicine organizations (preferably GSACEP).
Any member of the Government Services Chapter of the American College of Emergency Physicians (GSACEP) may nominate himself/herself or another member for this award using the GSACEP Rising Star Award Nomination Form. The leadership team of any hospital, military treatment facility, or military unit may also nominate someone for this award.

Resident Scientific Assembly Grant
Scientific Assembly Resident Grant
The GSACEP Scientific Assembly Grant is intended to support GSACEP members in their academic pursuits, to encourage increased involvement in the Government Services Chapter and to cultivate future EM leaders. Recipients receive free conference registration to ACEP Scientific Assembly (valued at $825 for staff physicians and $495 for residents). Recipients are required to attend the GSACEP Board of Directors/Member Meeting during the conference to receive recognition and foster familiarity with current EM issues important to the Government Services members. The grant is intended to cover expenses for residents to attend the ACEP25 Scientific Assembly in Salt Lake City, UT. GSACEP will provide an honorarium of up to $1,500 to cover airfare, hotel, registration and per diem for the length of the conference (September 7-10, 2025). Up to 2 individual grants may be awarded each year. Recipients are expected to attend the GSACEP Member Meeting and GSACEP Reception held during ACEP25 and may be asked to contribute an article sharing their experience for the GSACEP newsletter.
